Dr. Shah began his academic career in 1972 as a lecturer of economics at the Government College Lahore. He earned his Bachelor of Science (B.Sc.) in economics from the Government College Lahore in 1970, his Master of Arts (M.A.) in economics from the Punjab University in 1972, and his Doctorate in Philosophy (Ph.D.) in economics from the Staffordshire University in 1977.

After completing his Ph.D., Dr. Shah joined the World Bank in 1977, where he worked as an economist until 1990. During his time at the World Bank, he worked on several projects in different countries, including Pakistan, India, Sri Lanka, and Bangladesh. In 1990, Dr. Shah returned to Pakistan and joined the government as the Chief Economist at the Planning Commission.

In 1993, Dr. Shah was appointed as the Federal Minister of Finance by the then-Prime Minister of Pakistan, Nawaz Sharif. During his tenure as the Finance Minister, Dr. Shah introduced several economic reforms that helped stabilize the economy, reduce inflation, and promote growth. He also played a key role in negotiating with the International Monetary Fund (IMF) to secure loans for Pakistan.

After leaving the government in 1997, Dr. Shah focused on his business ventures. He founded the Lahore University of Management Sciences (LUMS), which is now one of the top business schools in Pakistan. He also founded and served as the Chairman of the Pakistan Industrial and Technical Assistance Centre (PITAC), a government organization that provides technical and managerial support to small and medium-sized enterprises.

Dr. Shah has also served on several boards of directors, including the National Bank of Pakistan, the State Bank of Pakistan, and the Lahore Stock Exchange. He has written numerous research papers and articles on economic policy, and is a well-respected commentator on economic issues in Pakistan.
